Amber, we do not know what you consider decent dollars and what you are planning to do with the digital camera. If you want to spend less than $1000, less than $500, less than $300 or what. Reframe your question and we will probably give you plenty of answers. I like to use CNET and Digital Photo Review for my ratings.
Look at the features you want, what you are doing with it, is it for just pleasure or work related? Do you need high resolution? How large a photo do you want to print? Make sure you look at all of these before you choose. Then it will be the right one for you.

It depends on what you want to do and what is important to you in a digital camera.
Kodak makes the easiest to use cameras with high quality pics.
Some people say Cannon has higher quality pics, but you’ll pay a premium for Cannon.
Other brands are also good. Rate the following to help you know what is important to you (1 = low imporantance, 5 = most important):
Price
Physical size
Picture size (megapixel)
Battery life
Zoom
